Understanding Complexity. Delivering Clarity.

At Complex Systems Engineering Ltd, we live by one simple promise: from the aerial to the abyss, we turn complexity into clarity. We are a management consultancy specialising in systems thinking across domains — from orbital platforms and aerospace systems down to subsea networks and critical infrastructure.

We research, manage and inform — delivering insight, guidance and execution in a world where systems do not behave linearly. Whether you’re navigating undersea cable resilience, space-based sensor networks or integrated maritime/air/cyber operations, we bring clarity to complexity.

Founder & CEO

Dr David Stupples

Professor David Stupples is one of the UK’s leading authorities on radar, space surveillance, and electronic warfare. With more than three decades of experience across the Royal Air Force, government, industry, and academia, he brings exceptional depth of knowledge to the technical and strategic challenges shaping modern defence.

At Complex Systems Engineering Ltd, Professor Stupples provides the scientific and operational insight that underpins the company’s consultancy work. His expertise spans radar and sensor design, space-based tracking, low-probability-of-intercept detection, and the integration of aerial and maritime surveillance systems. His recent research has examined the resilience of undersea networks, the use of AI in radar and satellite systems, and the convergence of space and cyber technologies.

Alongside his role with CSE, he is Professor of Electronic and Radio Engineering at City, University of London, where he leads research into advanced radar, space systems, and electronic intelligence. His career represents a rare combination of scientific innovation, defence experience, and practical understanding of how complex technologies operate within real-world systems — an expertise that continues to guide the company’s strategic direction.
